Privacy
What we collect, who sees it, and your rights.
Who is responsible
The local government that issues your certificate decides how your information is used. Civiclare runs the service on its behalf.
What we collect
- About you: name, date of birth, sex, your parents' names, phone and email.
- Where you live and where your family comes from: state, local government, ward, community, and any postcodes you give.
- Your passport photo, your signature, and any ID documents you choose to add.
- For your community head: their name, title and phone, kept by the local government.
- For a verifier who uses your code: the organisation they name.
Why
To decide on and issue your certificate, and to let anyone you show it to check that it's genuine.
Postcodes
Postcodes are checked with NIPOST. We keep only whether a code exists and the state and local government it belongs to. NIPOST's house address for the code is never stored or shown. A postcode confirms a place, never a person, and never rejects an application on its own.
Who sees what
- Officers and administrators of the issuing local government see your application to review it.
- Your community head sees your name, photo, parents' names, ward, community and family compound postcode. Not your date of birth, phone or address.
- Anyone who checks your certificate sees your name, the certificate, who issued it, when, and the location checks. Not your photo, date of birth, phone or address.
- Your photo and date of birth are shown only to a verifier you give a one-time code, and each use is recorded.
How long we keep it
The issuing local government sets how long certificate records are kept. Ask its office for the current policy.
Your rights
Under the Nigeria Data Protection Act 2023 you can ask to see the information held about you, have it corrected, object to how it's used, and ask for it to be deleted where the law allows. Ask the issuing local government's office. If you're not satisfied, you can complain to the Nigeria Data Protection Commission.
Demonstration certificates
Certificates marked as demonstrations use test data only, carry a watermark, and are not official documents.
